Certain convicted sex offenders are required to register with Sex Offender Compliance and Enforcement in Maryland (SOCEM). The sex offender registry database makes your picture, home address, job, school, criminal history and vehicle information available to the public. Sex crimes are classified into the following tiers:
- Tier I — Subject to 15-year registration, Tier I crimes include possession of child pornography, misleading domain names on the Internet, misleading words or digital images on the Internet, and sex trafficking by force, fraud or coercion.
- Tier II — Sentences include a 25-year registration requirement for distribution of child pornography, third-degree statutory rape, solicitation of a minor, abduction of a child under 16 for prostitution and human trafficking.
- Tier III — Life-time sex offender registration is required for the most serious sex crimes, such as assault with intent to rape, first- or second-degree rape, forcible sodomy, incest, kidnapping of a child under 12 years old and sale of a minor.
Your employers, neighbors and family have access to this private data. In addition, you must check in with authorities periodically — every six months for Tier I and II offenders and every three months for Tier III offenders — and you must notify authorities each time you move or change jobs.
