Pedestrians are protected by traffic laws, but drivers may be unaware of the specific guidelines or may disregard them. In a large city like Baltimore, pedestrians travel on foot on a regular basis, and may incur personal injuries or even fatalities when doing so. Pedestrian accidents, whether minor or catastrophic, occur more frequently than people think.
